miscfiles failed to build in the latest archive rebuild test:

This bug was fixed in the package miscfiles - 1.4.2.dfsg.

* debian/rules: properly quote CFLAGS when passing them to configure.
LP: #194530.
* Modify Maintainer value to match the DebianMaintaine
specification.
