pipenv: update from 11.9 to an usable version

pipenv 11.9 dates back to Mar 21, 2018 (https://pypi.org/project/pipenv/#history) and this causes a lot of troubles with modern software. For example: https://github.com/SigmaHQ/pySigma/issues/15

There's a bug at Debian opened back in November, 2019 for the same reason.

Please, upgrade to an usable version. Thanks in advance.
