mpeg and mpg extension can't generate the thumbnail

reproduced step:
all mpg and mpeg extension file without thumbnail generate.

expected result:
currently can't generate thumbnail by helix software codec plugin or hardware CIP codec plugin. hope can fix that.

   We firstly need to report in LP to track this issue. Then after investigate that is dependency bug. Then can file out external. How about you?

since CIP codecs don't support our thumbnail mechanism, and there is no valid mpg I/II codec from helix community yet.
we won't fix it in near future.
