python-memcached seems dead

Bug Description

The python-memcached library[1] has not updated since 2017.
There was a discussion to move the project to a different maintainer but no progress was made.
It was mentioned that pymemcache would be a better replacement of python-memcached.

IMO it's better to consider any alternative solution instead of relying on the dead project.
One option is to just deprecate oslo_cache.memcache_pool and use only the implementation from dogpile.

I'll add keystonemiddleware because it imports that memcache_pool implementation based on python-memcached.

Actually now the python-memcached[1] is back active so I'm not sure it's still relevant?

Although it's nice to see some PRs being merged, there still remains the concern about the project.

 - There are number of PRs/issues still open
 - README states that the project is in maintenance mode

This is not as much urgent now, but it's still better to watch the project status still carefully and check any potential alternatives.
