mokutil: not built on riscv64

Bug Description

For using shim on riscv64 we will need mokutil. Hence we should enable building on riscv64.

U-Boot already supports booting via UEFI on RISC-V including secure boot. With mokutil we can display the relevant information. SetVariable() is not implemented we cannot update anything.

EDK II should allow setting variables. Currently it is only available for the HiFive Unleashed.
