trying to install Xibo-cms gives this error on apache2 install

Your apache2 config was not attached to this bug and it'd be key to discover what's happening in your system, but from the bug description we can see:

 Error: command ['/usr/sbin/apachectl', '-D DUMP_MODULES'] failed with exit code 1: AH00526: Syntax error on line 162 of /etc/apache2/apache2.conf:
 Invalid command 'Require', perhaps misspelled or defined by a module not included in the server configuration

So I believe you made a mistake in your apache2.conf line 162. Please check your local configuration and make sure everything is correct, syntax error free.

Since it seems likely to me that this is a local configuration problem,
rather than a bug in Ubuntu, I am marking this bug as 'Incomplete'.

However, if you believe that this is really a bug in Ubuntu, then we would
be grateful if you would provide a more complete description of the problem
with steps to reproduce, explain why you believe this is a bug in Ubuntu
rather than a problem specific to your system, and then change the bug
status back to "New".

Thanks for getting back to me. I was able to get this sorted by logging in
as root and not as an admin user.
