Bug Description
If a bug is filed against a project that does not use Launchpad for bugtracking, with a bugwatch of "Unknown" importance, and it is then retargeted to a different project that does use Launchpad for bugtracking, the "Unknown" importance should change to "Undecided".
(This is not a duplicate of bug 192015, which is about a project starting to use Launchpad for bugtracking. In this bug, no project changes its Launchpad usage; the only thing that changes is the bug report.)
