Bug importance should change from UNKNOWN to UNDECIDED when a project switches to using Launchpad for bug tracking

Bug Description
Because the importance value of UNKNOWN is reserved for bug watches, whenever a project switches to using Launchpad for bug tracking, we should convert the importance of all of the project's existing bugs from UNKNOWN to UNDECIDED
