Bug Description

When copying a page that has a skin and the skin can be used by the person doing the copy we should attach the skin to the copy as well

Bug 1934830: Allow copied pages to keep skins if they are allowed

Currently if you copy a page with, say, a site skin the copied page
does not have the skin but it would be able to use the skin.

This patch allows copied pages to also have the skin attached
