Bug Description

This is a new version of snapd.

The changelog is available here https://github.com/snapcore/snapd/blob/2.51/packaging/ubuntu-16.04/changelog, the raw git changelog is available here: https://github.com/snapcore/snapd/commits/2.51 (note that the debian changelog is auto-generated from the merges of the git commits so there is usually no need to look at the raw git commits).

The snappy team released a new release that we want SRU into xenial. The new process described in https://wiki.ubuntu.com/SnapdUpdates was used and we have done integration-tests on the snappy images, autopkgtests on classic and unit tests.

I have accepted the new snapd package into -proposed for testing. Seeing that th
e /etc/sudoers.d/99-snapd.conf conffile is being removed in this version, do we
need to perform any specific targeted testing to make sure nothing breaks becaus
e of that? What are the possible implications?

Also, I don't know quite what to do with the xenial SRU. In theory xenial should be ESM now, but I think we still didn't fully close it. But I guess this should go via ESM?

Thank you for the verification! I wanted to release it before 20.04.3 but I guess we'll have to wait for after we're done. It seems the s390x package in hirsute and riscv64 package in focal FTBFS. I retried the builds but seeing that the riscv ones take ~5 hours, I don't want to wait.
