While testing https://bugs.launchpad.net/evergreen/+bug/1900001, it got me thinking about https://bugs.launchpad.net/evergreen/+bug/1797241. So, this bug is more of an expansion of the latter. If a bibliographic record has an associated MFHD record, the MFHD should be considered a holding and deleting the bib record should not be allowed.
