Maroon theme doesn't display action buttons on 'Portfolio completion' and 'SmartEvidence' pages

The Maroon theme does not display the 'Edit' and 'More options' buttons on the 'Portfolio completion' page and doesn't display the 'More options' button the 'SmartEvidence' page.

To replicate:

1. Create an institution and allow SmartEvidence and portfolio completion.
2. Create 2 institution pages.
3. Add these 2 pages to a collection that includes both SmartEvidence and the portfolio completion.
4. View the collection.

Expected result: The portfolio completion page displays the 'Edit' and 'More options' buttons, and the SmartEvidence page has the 'More options' button.

Actual result: None of the buttons are displayed.
