Build libclc from llvm

[Impact]

libclc source was merged to llvm upstream last year, and development happens there now. A future mesa release will require libclc from llvm-toolchain, but in order to migrate things one at a time, let's build libclc with "old" features first.

[Test case]

Build mesa with libclc-12 from llvm-toolchain-12.

[Where problems could occur]

Packaging might conflict with src:libclc, but that's already tested to be fine. There is also an autopkgtest to catch possible regressions with libclc-12.

Accepted llvm-toolchain-12 into hirsute-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/llvm-toolchain-12/1:12.0.0-3ubuntu1~21.04.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

The verification of the Stable Release Update for llvm-toolchain-12 has completed successfully and the package is now being released to -updates. Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report.
