wrong primary and secondary button in settings

Bug Description

Case:
Im using usb wireless mouse and keyboard with usb receiver.
In settings I set primary button to right mouse button.
I unplug the reciver from usb port.
I plug the receiver back in.
Primary button is now left mouse button, but in settings right mouse is showing as primary.

Thank you for taking the time to report this bug and helping to make Ubuntu better. Please execute the following command only once, as it will automatically gather debugging information, in a terminal:

  apport-collect 1927146

When reporting bugs in the future please use apport by using 'ubuntu-bug' and the name of the package affected. You can learn more about this functionality at https://wiki.ubuntu.com/ReportingBugs.

the handling of unplug events is in the shell rather than the settings

This sounds like bug 1899206. Do you have that fix? Regardless, please remember to follow the instructions in comment #2.
