pyClamd : Clamav with python needed to replace functions removed from python-clamav

This package is needed to solve Bug #192130

pyclamav.scanthis() was removed from python-clamav due to removal of cl_scanbuff in libclamav. Using pyClamd is upstream's recommended alternative.

Checked with ubuntu-release since freeze exception would impact archive-admin workload:
