Don't start ibus with "--panel disable"

The fix of bug #1901460 revealed a budgie-desktop bug. Budgie starts IBus with the option "--panel disable", which prevents the suggestion window from showing up when using IBus input methods.

What I will do is upload this to Ubuntu first prior to acceptance by
upstream.

I will use this fix to show via a bug fix to Debian later that the bug is
shown to be well tested.
