Please sync various bits of geda 1.4.0 (universe) from Debian unstable (main)

Please sync libgeda, geda-doc, geda-examples, geda-gnetlist, geda-gschem, geda-gsymcheck, geda-symbols, geda-utils 1:1.4.0-1 and geda-gattrib 1:1.4.0-3 (universe) from Debian unstable (main).

They all build and work fine, and none have Ubuntu modifications.

There is a libgeda SONAME transition, but libgeda is not used outside upstream (from which all these source packages come).

I've added the gEDA meta-package, since this has also had its version bumped to 1.4.0, and has a new dependancy on package "extra-xdg-menus".

Turns out the geda meta-package should have had an extra "Recommends" on "extra-xdg-menus" (see its changelog), however there was no change to the package's control file. I've sent a message to the Debian maintainer to try and get that fixed.

("extra-xdg-menus" is not yet in Ubuntu, but I just filed a sync request)
