Cannot change desktop icons in hardy alpha 4

Bug Description

I've just performed a clean install from the alternative installer for ubuntu i366 hardy alpha 4. If I add a launcher from the menu to the desktop (e.g. firefox or gnome terminal) I get the launcher without an icon - just an empty sheet of paper icon. The launcher works however.
Right clicking on the icon to select properties and then selecting the "Basic" tab should allow me to change the icon. However, the option is not there - clicking on the icon on the basic tab does not open a window to change it. It is not possible to change from the sheet of paper at all. However, if I right click on the desktop and manually add a launcher such as firefox, the firefox icon is correctly displayed. However, again, there is no option to change the icon. Some applications will display the correct icon such as OpenOffice.org Word Processor. However, the icon in the basic tab is locked and cannot be changed.
Oddly, if I add a launcher from the menu to the panel there is no problem.
