Bug Description

[Impact]

 * Lubuntu currently uses ipapi.co for GeoIP services.
 * ipapi.co is not controlled by us, and could become obsolete in the future.
 * Canonical already provides this service, so we should move to use this instead.

[Test Case]

 1. With a Lubuntu 20.04 LTS daily ISO, install the package from focal-proposed.
 2. Ensure that your current timezone is correctly identified and selected.

[Regression Potential]

 * Any underlying regressions to the XML library could affect this change.
 * If Canonical's GeoIP service goes down, the default location is New York. This provides a clear fallback.
 * Edge cases with Canonical's GeoIP service might occur, but should be addressed with the service itself and not our settings.

The change is fine, but before I accept it just a quick question: in the groovy upload of this change the geoip service was changed also for ubuntustudio. Does this mean studio do not want this change in focal? Just asking as to avoid a double-upload for no reason.

An upload of calamares-settings-ubuntu to focal-proposed has been rejected from the upload queue for the following reason: "Please see earlier bug comment and re-upload if everything seems fine.".

Ubuntu Studio used the `ubiquity` installer in focal (not calamares).

Hello Simon, or anyone else affected,

Accepted calamares-settings-ubuntu into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/calamares-settings-ubuntu/1:20.04.2.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

If this package fixes the bug for you, please add a comment to this bug, mentioning the version of the package you tested, what testing has been performed on the package and change the tag from verification-needed-focal to verification-done-focal. If it does not fix the bug for you, please add a comment stating that, and change the tag to verification-failed-focal. In either case, without details of your testing we will not be able to proceed.

Further information regarding the verification process can be found at https://wiki.ubuntu.com/QATeam/PerformingSRUVerification . Thank you in advance for helping!

N.B. The updated package will be released to -updates after the bug(s) fixed by this package have been verified and the package has been in -proposed for a minimum of 7 days.

Booted a Lubuntu focal daily (2021-12-18 so not latest) on
- hp dc7700 (c2d-e6320, 5gb, nvidia quadro nvs 290)

ensured proposed was enabled, then `apt upgrade calamares` & let it upgrade what it wanted. This included

calamares-settings-ubuntu-common | 1:20.04.2.1 | focal-proposed/universe

started calamares installer & it correctly detected my location as Melbourne, AU. I didn't complete install, exited & rebooted

-- without change

booted same ISO on same box, but started calamares without change. package on ISO & this time is

calamares-settings-ubuntu-common | 1:20.04.2 | focal/universe

started calamares installer & it correctly detected my location as Melbourne, AU. I didn't complete install.

Both worked for me; no issues with change.
