Unncessarily restrictive dependency on libcurl4-gnutls-dev

Bug Description

Package raptor2 has currently a 'hard' dependency on libcurl4-gnutls-dev which prevents a usage when libcurl-openssl-dev has to be installed, e.g., when using
libignition-fuel-tools1-dev

The problem can easily be fixed by updating the dependency from

libcurl4-openssl-dev
to
libcurl4-gnutls-dev | libcurl-ssl-dev

This leaves the choice of libcurl's ssl backend to the user - similar to other packages like libgdal-dev (see https://packages.ubuntu.com/bionic/libgdal-dev).

I am currently on working on Ubuntu 18.04.4 LTS -- libraptor-2.0.14-1build1
but dependencies have not been updated for Ubuntu 20.04.

  * QA upload.
  * Move from experimental to unstable.
  * Add libcurl-ssl-dev as alternative to libcurl4-gnutls-dev. LP: #1899809
  * Add libicu-dev as BD.
  * Enable all tests but do not run them in parallel.
