[OVN][Docs] admin/config-dns-res.html should be updated for OVN

Bug Description

Reading https://docs.openstack.org/neutron/latest/admin/config-dns-res.html it looks like the entire page expects there to be a DHCP agent. Since this is not the case for OVN, update the documentation to explain how DNS resolution forwarding (cases 2a/2b in the document) work in an OVN setting. If OVN only works with case 1, or through some other method, this should be explicitly documented.

setting dns-nameserver=0.0.0.0 for a subnet also doesn't take the expected effect with OVN. not sure whether that should just be documented or is a different bug that could actually be fixed

The issue with dns-nameserver=0.0.0.0 was reported and solved in https://bugs.launchpad.net/neutron/+bug/1950686.
