No-change rebuild for focal-updates

[Impact]

The purpose with this no-change rebuild is to have the fonts-noto-core and fonts-noto-ui-core binaries land in focal-updates, and with that make it possible to move them to main. The measure is closely related to bug #1891733.

[Test Case]

Confirm that fonts-noto-core and fonts-noto-ui-core can be installed from focal-proposed.

Accepted fonts-noto into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/fonts-noto/20200323-1build1~ubuntu20.04.1 in a few hours, and then in the -proposed repository.

Please help us by testing this new package. See https://wiki.ubuntu.com/Testing/EnableProposed for documentation on how to enable and use -proposed. Your feedback will aid us getting this update out to other Ubuntu users.

I installed version 20200323-1build1~ubuntu20.04.1 of fonts-noto-core and fonts-noto-ui-core from focal-proposed. Confirmed for a few fonts that they are recognized by fontconfig.
