SRU: Fix test to succeed with Python 3.8.5

This fixes a ftbfs seen in a test rebuild using Python 3.8.5, the test already in the packages in groovy. Plain backport to focal.

build succeeds with both 3.8.2 and 3.8.5. No impact on the package, the patch only affects the testsuite.

Accepted python-babel into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/python-babel/2.6.0+dfsg.1-1ubuntu2.1 in a few hours, and then in the -proposed repository.
