Behat: Move quota checks to notification_quota.feature

We have a test called /user_content/file_edit.feature which includes checks for the upload quota allowed. These would be better placed in /settings/notification_quota.feature.

Remove steps related to quota from file_edit.feature and add them to notification_quota.feature in the section where UserA logs in (approx ln 33)

Bug 1891426: Behat: move quota checks to notification_quota.feature

Changed scenario outline to scenario as multiple tests weren't
testing different functionality.
Deleted quota functionality from file_edit.feature.
