cannot reorder favourites list

i launch the menu with special key and move to favourites. my favourites are there in the order that i added them to the favourites menu but i cannot reorder them via drag and drop. i also have another pc setup using xubuntu and i can drag and drop to reorder the favourites on that pc so the issue seems to be specifically with ubuntu mate.

sorry should have included that info. running 20.04lts with 'contemporary' desktop layout.
