Bug Description

backport the openjdk-13 and -14 security releases to focal.

These correspond to the openjdk-11 security release
https://launchpad.net/ubuntu/+source/openjdk-lts/11.0.8+10-0ubuntu1

The packages are not used by any dependencies or build dependencies. Acceptance criteria should be buildability and no regressions in the -13 and -14 testsuites.

Accepted openjdk-13 into focal-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/openjdk-13/13.0.4+8-1~20.04 in a few hours, and then in the -proposed repository.

the autopkg tests don't provide any value, because these are run against the default openjdk version. besides that, the package looks ok.
