Mahara links not directing to latest version

There are some outdated links in Mahara that are going to old versions that should point to the latest version. Since the latest version will continuously change, we should have a way of determining the link dynamically so it always knows the correct version and branch.

These links are appearing in the "Import" section of the SmartEvidence plugin page (http://mahara/module/framework/frameworks.php?uploadmatrix=1). Please see the attached screen shot.

There are two links on the page, "Mahara git repository" and "Mahara manual" that are currently linking to 16.10_STABLE resources.

An example of what should be happening with the links always linking to the correct version is the "Help" link in the Site's footer.

Bug 1886727: Updating manual and github links

Links are now dependent on Mahara version on SmartEvidence upload page.

Something along these lines seems to be the case on the latest Mahara.org homepage. The Help link at the bottom of the page goes to an older version's help (21.04) while the demo.mahara.org page goes to correct latest build (22.04) manual.

This isn't a bug, but mahara.org is on 21.04 at the moment. :-)
