autopkgtest failure because no_proxy is not properly set

Bug Description

ruby-webmock/3.8.3-1 is blocked in groovy-proposed because some tests rely on http://0.0.0.0 and the proxy used in autopkgtest environment is not allowing it. The easy way to fix it is adding '0.0.0.0' to the 'no_proxy' environment variable used by autopkgtest.
