Bug Description

Please blacklist php-horde, and re-remove any of its packages that have returned.

Per https://bugs.launchpad.net/ubuntu/+source/php-horde/+bug/1868281, the php-horde stack was removed from focal. It was intended to also blacklist it, for reasons listed on that bug report, but that wasn't done and so php-horde has started to return in groovy.

<bryce> mwhudson, hmm, last I checked the stack had been abandoned in Debian. Even if it's been re-adopted, it comprises over a hundred packages that pop up stuck in proposed migration frequently.

<mwhudson> bryce: so we should work them back into release or delete them again and blacklist them so they stop syncing

php-horde* has been removed and blacklisted, but I notice there are four packages still showing up on update-excuses. The attached branch will add those four to the blacklist.
