Bug Description
[Impact]
EGL/GL/GLES headers got moved to libglvnd from mesa, but we backport mesa without this change, so upgrade from 18.04 to 20.04 will need to be handled once the 18.04.5 stack backports are in bionic. And this means bumping the versioned Breaks/Replaces on mesa dev packages.
Need to ensure that focal has a newer mesa than bionic, so that the last point-release of 20.0.x won't get in bionic before focal.

Test upgrade from bionic to focal with dev packages installed.
