PPS capable USB GPS devices do not always deliver PPS signal

Bug Description
It appears the same receiver sometimes can and sometimes can't provide PPS to the system with an otherwise equal setup. We might need more data on HW-combinations to make sense of it.
So far I have:
GPS Receriber GR-701W:
- works on Raspberry pi3 + Ubuntu 20.04
- works on Raspberry pi4 + Ubuntu 20.04
- fails on a NUC5i5RYH + Ubuntu 20.04
It just as gpsd isn't even trying on this device, no failing logs.
The raw GPS stream with cgps/gpsmon do not report any pps activity.

I disabled apparmor on this box to check if it is another aspect of bug 1872178, but it has no effect.
