Reintroduce Sugar packages to Ubuntu 20.04 LTS

Bug Description

The Sugar desktop packages were removed from Ubuntu during the focal release cycle because of the Python2 removal effort. The packages have been updated in Debian to use Python 3 instead. We should let these packages back in to Ubuntu 20.04 LTS.

I think this isn't fixed as the question asked to reintroduce packages in 20.04 LTS (although it is nice that it was added in 20.10). Unfortunately, since I do not have the rights, I cannot change the status back to 'Confirmed' (as it was changed to 'Fix Released' by janitor). Could someone else please do that?
