Fullscreen videos and direct-rendering windows cause monitors with integer-scaling to be reconfigured

Bug Description

- Enable fractional scaling toggle on x11
- Scale a monitor of 200%, 300%... (any integer value)
- Play a game or a video fullscreen
- The monitors are reconfigured causing a black window

This is expected in fractional scaling to make direct-rendering to work properly, but not when the monitor is not scaled or scaled or with an integer value
