[FFe] Tell users they need to disable BitLocker if it's detected

Bug Description

[ Description ]

If you've got a system which only has a Windows drive which is encrypted using BitLocker, we can't resize it so you can install Ubuntu.

The plan is to show a user interface directing users to a website where they can view instructions telling them what to do.

[ Test case ]

On a system with Windows 10 installed, and BitLocker enabled (try both with and without a TPM), try to install. You should see the 'install alongside' option, and if you pick that one you should get the new UI. You should also see the 'erase and install' option, which should work. You'll see the advanced partitioner which won't be able to do anything with the BitLocker partitions.

On a system with Windows 10 installed and BitLocker *disabled*, there should be no change: if you can or can't resize & install currently, that'll be the same after this update.

This is only implemented for the GTK frontend, so make sure the KDE one behaves the same as it did before.

Ok, it is late, but I guess this is a real use-case that might be good to handle - especially for an LTS. Realistically though we won't be able to get it translated in time, as the langpack deadline is Thursday...
