Kernel 5.3 fails to boot on Inspiron 15 3000 running Ubuntu 18.04 since 2020-03-22 update

Here's update that broke boot on that Inspiron 15 3000:

Kernel 4.15 works fine though.
None of 5.3.x releases managed to boot - it just hangs on loading initrd.
Tried to reinstall grub, grub-efi; tried running update-grub, grub-insall, reinstalling 5.3 pacakges (from LiveCD), etc, but nothing helped.
Ubuntu is installed on NVME, maybe it gives the problems?
