Bug Description

Version 0.34-4ubuntu1 of libcgi-application-plugin-messagestack-perl has a regression and it is blocking the pkg-perl-tools migration:

Actually it is not a regression but a restriction is missing in one of the tests. The 'test command4: /usr/share/pkg-perl-autopkgtest/runner heavy-deps' has been skipped and it returns exit code 77, this test should be marked as skippable to avoid this kind of failure.
