The string got added this cycle, is correctly translated on launchpad but ubiquity needs to be updated to include the new translations

    UI when necessary.

    It's not hooked up yet - this is waiting for another change, but we can
    get on with translating it.
  * Add the UI for a "you need to disable Bitlocker" page.
    As in the previous commit, this is disabled unless a special environment
    variable is set.
