[FFe] mstflint: enable mstreg command

The mstreg command is not enabled by default - it needs to be ./configured on. This command allows admins to disable RoCE support on Mellanox adapters (see bug 1864475). Doing so adds various build-time and run-time dependencies. This new command is standalone, and should not impact any other commands. mstflint has no reverse dependencies.

I've also included an unrelated bug fix that drops an unnecessary build dependency.
