openssh-server removed during bionic->focal upgrade

Bug Description

I tested do-release-upgrade -d on a few servers with simple setups. In both cases, openssh-server was removed. Given that the upgrader warned me about doing the upgrade over SSH, this was surprising :) I think we should whitelist openssh-server to ensure it stays installed during an upgrade.
