rename-space is not available as a command if the provider won't do it

We should not hide commands if they're not supported but handle a proper error that it's not supported. It makes things like

    % juju help rename-space
    ERROR juju: "rename-space" is not a juju command. See "juju --help".

Where it appears the command doesn't exist and I can't look for help on it because I'm on a MAAS model.

They are currently still under the featureflag `post-net-cli-mvp`, which we did not document.

As the CRUD work is slowly getting finished we can move that out of the featureflag?

What would be the best behavior usability wise?

Bah sorry, I tried to look but didn't see any note about the flag. I'll
close this off. Yes, I think we should have it out of the flag for
testing/feedback from stakeholders as we advance things.
