Bug Description

Julia currently FTBFS on these architectures and is blocked by fixes needed in LLVM 8.

cantor has build dependencies on julia and libjulia-dev but only on amd64.

Binaries removed in Debian, so I guess ok to go here for now as well.

Also, this looks like it should allow the libgit2 transition to migrate.
