pcs depends on python3-tornado (>= 6) but it won't be installed

PCS currently depends on python3-tornado >= 6 but that package does not exist.

Currently PCS needs python3-tornado to be upgraded to 6 OR to have the fixes for 5.1.1 to be re-added.

pcs is blocked on migration because of snmp merge need:

Broken autopkgtest-satdep:amd64 Depends on snmp:amd64 < none | 5.7.3+dfsg-5ubuntu6 @un uH > (>= 5.8)

So fixed in groovy.

In Focal it is resolved as well even thou 6.x isn't 6.x

Focal:
Depends: ... python3-tornado (>= 6)
 python-tornado | 6.0.3+really5.1.1-3 | focal/universe | source

So the +really revert also resolved the bad dependency.
0.10.4-3 in Focal also has
  4 * d/p/Fix-python-tornado-5.patch: bring back workaround that fixes
  5 python-tornado until v6 becomes available
