Allow one to toggle language setting easier

Currently if a user wants to view a particular page in a particular language they need to:
- Leave the page
- Go to their settings and select a new language to view the site in
- Go back to the page and view it
and if they want to go back to the original language
- Go to their settings again and select the old language to view the site in

This is time consuming and it would be better to have a language toggle in the header bar of the site allowing one to quickly choose what language they want to view their current page in

This would just be a faster way to set/reset the language the user wants to view the site in

Also when a user is logged out they need to select a language and then click 'Change' to update the page. It would be better to update the page on selecting the language.

So hide the submit button and use an onchange option
