Thank you for taking the time to report this bug. From the bug description it seems that the /usr/share/mysql-common/configure-symlinks file is missing:

 /var/lib/dpkg/info/mysql-server-8.0.postinst: line 191: /usr/share/mysql-common/configure-symlinks: No such file or directory

The file is installed by the mysql-common package and should be present in your upgrade scenario. Was it by any chance manually deleted?

As this looks like local corruption or misconfiguration, rather than a bug in Ubuntu, I'm marking this report as Incomplete for the moment. If you believe that this is really a bug, then you may find it helpful to read "How to report bugs effectively" http://www.chiark.greenend.org.uk/~sgtatham/bugs.html. We'd be grateful if you would then provide a more complete description of the problem, explain why you believe this is a bug rather than a problem specific to your system, and then change the bug status back to New. Without steps to reproduce the problem, there is little that can be done on this bug.

@Eduardo - your bug 1899075 actually is bug 1612517 which you assumed already. But this bug here is not showing the the issue of "old configs no more working on upgrade" in the logs.
