Update linux-firmware in bionic for 5.3 hwe kernel

SRU Justification

Impact: The transition of the hwe kernel in bionic from 5.0 to 5.3 necessitates addition of new firmware files which are required by drivers in 5.3. Some of these files will also be needed in the installer.

Fix: Add the missing files, and update the udebs as required.

Test Case: Confirm that the new files are included in the updated packages.

Regression Potential: These are new files which are not used by the current kernels in bionic, so no regressions are expected.

Accepted linux-firmware into bionic-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/linux-firmware/1.173.13 in a few hours, and then in the -proposed repository.

Subsequently, the Ubuntu Stable Release Updates Team is being unsubscribed and will not receive messages about this bug report. This bug includes new firmware blobs that at least break Intel 9260 cards (iwlwifi-9260-th-b0-jf-b0-46.ucode) on Bionic.

This problem is happening again with https://bugs.launchpad.net/ubuntu/+source/linux-firmware/+bug/1889137 from 5.3 to 5.4. Not sure how to link these in a sensible way.
