RM python2-only django Ubuntu-only dead component

Looks like django-configglue is dead.

https://launchpad.net/django-configglue doesn't seem to be active

I don't think we should carry this in Ubuntu any more.

Please remove from Ubuntu Archive

Not sure if this is still in use, or was in use in UbuntuOne / SSO or some such.

Ooh, configglue usage was dropped in 2014. So yeah, dead and unused.
