zun ui keeps stealing focus

This patch https://review.opendev.org/#/c/662667/ might fix the issue. It
is backport to stable/stein already, but I guess Kolla is using zun-ui
3.0.0 pypi package so it doesn't have the fix.

I am going to propose another release and have kolla to pick up the new
release.

The kolla containers does have the patch for container.service.js - but it doesn't have any of the new files admin_urls.py or panel.py

I can confirm that the patch mentioned in #2 does fix this issue
