I suspect you have a support issue, rather than a bug. I tested this on two boxes (both fully-updated 19.04, x86 & x86_64; the x86 didn't have a /usr/share/gimp/2.0/ folder) but didn't have an issue on either box.

Please execute the following command only once, as it will automatically gather debugging information, in a terminal:

apport-collect 1843664
