Cannot remove core

Bug Description

I have a machine running 18.04 which has zero snaps installed - I removed the pre-installed ones. I am able to remove all the applications, the platform snaps and the core18 snap. However I am unable to remove the core snap.

alan@mother:~$ sudo snap remove core
error: cannot remove "core": snap "core" is not removable

I would expect to be able to remove core. I don't need it on this system, and don't need to get refreshes of core every few weeks. Please allow me to remove core if it's the last snap on the system.

Removing core is something we know it would be nice to do, but it's tricky to do (as snapd would be typically running from that core), only should be doable if you're on classic, and it doesn't really benefit users much (only those users that want to keep snapd around but not have snaps -- as if they don't want even snapd, 'apt purge snapd' will remove all snaps including core).
