Ec2-hibinit-agent is needed on EC2 images.

There are no outstanding nor historical security issues.
This package and the upstream source are based on hibagent which have been reviewed by the Security Team, but a new review is probably warranted.

MIR approved. The package looks okay to me, nothing of it is crazy, though I am surprised by the existence of debian/TODO.
